This proposed amendment to the constitution prohibits either raising the rate of any current state or local sales tax or authorizing any new state or local sales tax unless the revenue is dedicated to voter approved, specific infrastructure projects. With regard to state sales tax increases that are not tied to such projects, it must be enacted in conjunction with proportionate decreases in state income tax.
